No local names on shortlist construction of hospital

WILLEMSTAD — The five best candidates for the construction of the new hospital are known. No local companies are among the candidates, says Theo Janssen of Usona, the puller of the hospital project that is to be ready in 2015.Likely candidates are Pessina Costruzioni Spa and GMS Studio Associato (Italy), Robins & Morton Group (US), Ballast Nedam Infra BV (Netherlands), Bouygues Bâtiment International (France) and Bam International BV (Netherlands). These five construction consortiums comply with the selection criterion. One of the requirements is that they have experience with building hospitals. Furthermore, the companies should be prepared to work with local (sub) contractors. The consortium is also to have the financial means to complete the project.
Usona is currently finishing the tender document and the program of requirements. The latter will be approved in the Council of Ministers next week, on December 21st. The five candidates will receive the request for proposal that same week. Their business plan should be ready at the end of January. This plan must comply with the critical success factors as defined by Usona. The three candidates with the highest score will subsequently move on to the next phase, the competition directed dialogue. This procedure was designed for exceptionally complex tenders. This procedure will offer a solution if certain specifications cannot be determined in advance. The market parties will compete with one another during the procedure.
Transparency
There were no irregularities with the selection of the five candidates. This appears from the notary report. Notary Henri Burgers tested the selection procedure from Usona. He checked whether Usona had complied with all procedures, as stated in the prequalification of the granting of points. According to the notary, the selection committee had acted in an objective and demonstrable manner. The notary report can be found on Usona’s website.
